Een universele regel is een veralgemeniseerd maxime, je moet je afvragen of je persoonlijke regel voor iedereen kan gelden. Is het antwoord nee, dan moet je de actie niet uitvoeren.
Na de universele regel moet je jezelf afvragen of deze regel een wet kan worden. Als dat het geval is wordt de universele regel deel van het Categorisch Imperatief. (Categorisch: onder elke omstandigheid/ Imperatief: plicht).
Je handelt zo, dat je kunt willen dat het maxime van je handeling een algemene wet wordt.
